Well, in a roundabout way, and there is a valuable piece of information at the end! I had had a bad experience with a vendor, FineArt-World.com, and requested a refund through PayPal resolution center. To my disappointment, PayPal said, “you received the merchandise, therefore we cannot refund your money and charge back the vendor”. That surprised me! So, I “appealed” that decision and argued that shipping an item after 25 days was not acceptable and provided “evidence”. Surprise again, PayPal said “the item has been delivered and was as described” so they sided with the vendor again.
I called PayPal support and got a person with a good listening ear. I explained the situation and he said that he totally agreed with me and explained why PayPal decided against me. The package that was shipped 25 days too late arrived in my mailbox in about 3-4 days. Had I refused the delivery, here is the important lesson, and have the package returned to the vendor, their claim that the package was delivered would be inaccurate and PayPal would have refunded the payment. I could have even taken it to the post office and asked them to return to sender. I wish I knew that. The support person, whose name I do not know, was very helpful and offered to reimburse my payment from PayPal. I thanked him and accepted his offer. This, of course, does not provide a lesson to FineArt-World.com since they have their money. But, somehow, I think there may be a note of this on their record.
So, the moral of the story:
- Avoid poor vendors
- Seek help from your payment company, credit card or PayPal, before filing a complaint through their resolution center
- They may tell you the same thing, do not accept the delivery and you may be reimbursed
In the meantime, I hope that enough number of people has learned to avoid FineArt-World.com until they too come clean and admit their mistake. I am not holding my breath though.
