There used to be a cartoon in the early days of the Internet in which two dogs are talking where one says “On the Internet, nobody knows you are a dog!” Regrettably, it is still true that we do not know with whom we are dealing with. Some unscrupulous vendors can drag you to suit their needs. The only thing we can do is to share our experiences with others so that they do not fall victim of the same poor practice.
On March 15, 2013 I ordered a pack of poly sleeves to protect the photographs I was going to exhibit at a series of receptions at Festival Ballet Providence between March 29 to April 13. I visited a vendor I found after a little search, FineArt-World and ordered a pack of poly bags and paid using my PayPal account. Around March 23 I called and inquired about the shipment since I had not yet received it. I was told that my item was shipped and it could take 10 days. So, I waited until 26 or 27 of March and called again, the same story. Of course, I had to find other solutions for my need and took care of it using another source. I called again on April 8 or 9 and spoke with the owner once more and requested a refund. He tried to convince me, with no evidence at all, that I would receive my package soon. But I insisted on a refund and he agreed to refund my money. On April 10 I received an e-mail that my package was shipped and I should receive it in the next few days. I was surprised and disappointed that this merchant chose to delay shipping my product, to give me information which obviously appeared incorrect, to renege on his word. My next choice was to use PayPal buyer protection and I filed a resolution request and we exchanged a few more e-mails. Then I escalated my request to PayPal arbitration. By this time all the receptions had taken place, I showed my photographs, and a day after all that happened a package arrived from the seller probably on April 14-15. Full 30 days after I ordered the item.
PayPal informed me and the merchant that since he had shipped the item they could not refund my payment to him. It is now under appeal since PayPal seemed to have totally overlooked the 30 day delivery time, three phone calls, and finally shipping the item 25 days after I ordered it. We’ll see what may happen, I may or may not get my money back because of this extraordinary 25-day delay in shipping and a series of untrue statements. In the mean time, I suggest that you stay away from FineArt-World and avoid this kind of run around. I am also disappointed with the initial decision of PayPal and from now on I will use my credit card whenever possible. I am sure my credit card company would have stood behind me.
Caveat emptor! Avoid poor performing merchants and share your bad buying experiences with others. That’s the only way we will prove the dog in the cartoon wrong.
